I ran into this error which I wanted to fully understand. I fixed it with a reboot to the Server 2000 and cleaning out some space, but would still like to know.

If you have a lot of network traffic, the number of ephemeral sockets might be insufficient.

Please refer to the following Knowledge Base article for more information along with a registry change to you can do to increase the number of available ephemeral ports.
