For the first issue, you can click on your text box, and in the Properties panel, you should have an option called "Remove Empty Lines". Turn it on, and it will skip the blank lines. If you don't see the Properties panel, you can make it appear by going to Window->Properties.
For the second, I'm not sure what you mean. Do you mean that you want the text box to disappear if there's no text in it? If so, then this isn't possible, objects cannot be turned ON or OFF in PrintShop Mail. If you just mean deleting the text box manually, then just click on it and press the delete key on your keyboard, or do Edit->Delete. You can then move the other text boxes using the mouse.
