We do a lot of variable text printed over pictures, and one color text is not always visible most of the time.
Currently I am either "screening" back the image, or making a white box to place the text.
It would be really great to outline the variable text with another color to make it stand out while not having to screen back the image, sometimes to the point it almost looks like a ghost, or putting it in a white box.
Any help would be greatly appreciated.

Burt,

Unless there's a way I haven't found, I don't believe PrintShop Mail can turn regular fonts into outline. However, I know that there are some fonts that are already "outline fonts" that you could use, I'm sure you can find a free one.
