Is it possible to write a condition/string that will allow me to change a text box fill color based on the value in a cell from the data sheet?

no i don't think you can do that sean

you could hide or show depending on a condition then use multiple text box copies, all @ the exact same position. i don't really like the look of that approach to be honest..

you might want to look at using no fill at all on your text object, and changing the colour of a presstalk generated box shape behind it? i think that looks 'nicer'
