Unfortunately, when using Print Using a Windows Driver, the driver's settings will override whatever paper handling commands you have, so your setup will not work.
Some drivers do allow you to setup some individual page settings, such as trays and other settings. If your driver has such features, what you could do is use a splitter to split your data every records, then use the driver's feature to setup specific trays for specific pages. Note that this will only work if the jobs always generate 3 pages, and only if you split beforehand. And obviously, it all depends on whether your driver supports this or not. Many drivers don't have such feature, so this may not be an option.
